Waiting for your BTO can feel never-ending, especially when timelines shift and rental prices start creeping up. Many couples from Jurong East to Pasir Ris have been hoping the support doesn’t dry up too soon—and thankfully, HDB has pushed out one more extension of the Parenthood Provisional Housing Scheme (PPHS) (Open Market) Voucher.
This final phase, known as Batch 2, now covers rentals all the way till 31 December 2025. If you’re renting a place in the open market this month, and you meet the rules, you can still claim $300 for December.

What Exactly Is Batch 2?
Batch 2 is the final round of support under the PPHS (Open Market) Voucher. This programme was meant to help families renting from private landlords while waiting for their BTO keys. With more PPHS flats becoming available, this extension is the last bridge before the scheme winds down.
Batch 1 ran from July 2024 to June 2025.
Batch 2 runs from July to December 2025.
If you’re reading this now in December 2025, you’re in the very last month of coverage.
Who Can Claim the $300 for December 2025?
HDB applies strict conditions, so it’s good to double-check before assuming you qualify.
1. You Must Still Be Waiting for Your BTO/SBF
If you’ve already gotten your keys, you’re out.
2. Household Income Must Be $7,000 or Below
This uses the income stated during your original flat application—not your current salary.
3. You Need a Valid Family Nucleus
That means:
- Married couple (at least one first-timer), or
- Fiancé/fiancée couple (must submit marriage cert within 3 months of tenancy), or
- Divorced/widowed parent with children.
At least one applicant must be a Singapore Citizen, and you must live with an SC or SPR.
4. You Cannot Own Other Property
Nobody in your PPHS household can own another residential property.
Exception: If you’re co-owning a family home with parents or siblings but moving out.
Rental Rules You Must Meet in December 2025
This is where many people unknowingly fail. Your rental setup must follow HDB’s guidelines.
- Landlord must have registered the tenancy with HDB.
If it’s not registered, you cannot claim. - No renting from close relatives.
Parents, siblings, grandparents, uncles, aunties—none of these count. - Tenancy must cover the full calendar month.
If your lease ends on 15 December, you can’t claim.
If it runs 1–31 December, you’re eligible.
How to Apply for the December Payout
If you haven’t applied yet, don’t wait. You must submit a Batch 2 application even if you previously received Batch 1 support.
Application Window
Opened 1 August 2025. It does not auto-renew.
Deadline Rule
To claim for a specific month, you usually need to apply by end of the next month.
So for December 2025, aim to apply by 31 January 2026.
Where to Apply
Go to HDB InfoWEB → log in with Singpass → search “PPHS (Open Market) Voucher” → select Batch 2.
Make sure your NRIC address matches your rental address, because HDB checks.
When Will the Money Come In?
The $300 is a reimbursement, not a rental discount. You still pay your landlord first.
- Payout method: PayNow (NRIC-linked)
- Processing time: Around 7 months from the start of the application window
- If you applied early in August 2025, you probably saw payouts around Feb–Mar 2026.
Apply late, and your payout will also arrive later.
Is This the Final Batch?
At the moment, yes. There is no Batch 3 announced.
The government introduced this voucher temporarily while increasing the number of standard PPHS rental flats. By the end of 2025, supply is expected to grow to 4,000 units.
If you still need a place after December, you’ll have to look at applying for a standard PPHS rental flat directly from HDB.
